The problem is , I dont know how to add some classic tween into the (object:button).
I want my button (see pictures above) to look raise slowly. Just like other material design button.

It would be helpful to you if you can find some tutorials or get a good book even if it is CS6 or something similar. Animate (Flash) can be complex, it is not one of those programs you can learn just from poking around.
That said, I have never put a movie clip into a button frame. Instead I make a movie clip with an animation in one frame, other animations in other frames giving all the frames a name. I put a transparent hit-only state button over the movie clip then put actions in the button to go to the appropriate frame in the movie clip then the animation plays. That is complex, I know but sometimes it can be much more useful than trying to put movie clips in the button frame. In fact, I learned to do it that way because if I remember from way back there were issues when trying to put a movie clip in a button frame but I can't remember what they were.

Just put your first image in the up frame of your button and the second image in the over frame of the button. You should also put an image in the down frame - the first image would work. When you test your button it will look like the Contact Us button pops up. If you want to button to slowly raise up then you would have to make that tween in a movie clip and put that movie clip in the over state. This is just basic button making.
