New Timeline interface / layout is wrong

In the Timeline layout, the "New Layer, New Folder, Delete" used to be UNDER the layers. Now they are over. I hate it.

Version: Animate 2019
Any help on this is appreciated 🙂

Everyone hates the new UI, many people complain, but it has not improved since AA20.
