maybe someone can explain to me a) which Adobe was used to do this and b) what you call this effect, which automatically animates the images

That looks like an actual drawing someone has drawn and timelapsed or stop motioned, not an effect

I'm not sure. Because there really are hundreds of these videos in stock and each time a different motif. I don't think that a stop motion was made for each individual motif

No human draws like this with a pencil. 

This is clearly automated, fake hatching, most likely based on a photo.

I don't know.

My first guess would be some plugin for After Effects, but it could be some other software.

It's definitely not Flash/Animate.

Looks like a plugin for AE as I suspected. There may be others.

This should give you a lead for further investigation.
