In the Assets panel, when viewing as icons, the thumbnails of the assets only appear when I hover over them.
In list view, the names of the assets appear, but the thumbnail next to it is a white box.
This is for all assets, animated, rigs, static etc.
So all the assets are there, they just don't display in the pallet.
When I drag them out on to the canvas they appear.
I've tried reinstalling the app - this hasn't worked, and this problem has persisted since I've started using the app.
It makes learning the app very difficult, in fact it's impossible really with this bug.
If there anything I can do to make them appear.

you could try resetting your preferences, but i think you're better off using the online tutorials, https://helpx.adobe.com/animate/tutorials.html

Sorry but this doesn't address my problem.
I've already re-installed the app (which I assume resets prefs when you're asked to discard them) and I've already gone through the tutorials to learn the basics of the app.
The tutorials don't help overcoming this bug or solve it in any way.

contact adobe support. there are 3 ways to contact adobe; chat, phone and twitter:
chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-com...
