now does my prescription include the program of animate cc?

it includes the single app you purchase.  if that's animate, then yes you get animate (and i believe adobe media encoder).

In this link Creative Cloud pricing and membership plans | Adobe Creative Cloud​ select Adobe Animate under the Singe App subscription drop down menu to make your purchase.
