Question about program capabilities

Hello - I viewed a video that was animated.  The video is a split screen - one side animated, the other not. On one side of the screen there is an animated characterdoing things like pointing and pushing a large triangular graph.  On the other side is a man pointing and pushing a ladder (triangular graph in the cartoon).  Will this program produce this type of video?  One commenter on the video said he "mapped the motions, before animating."  Thank you - Robin

Animate does not have MOCAP support. 
However you may not need motion capture to achieve what you are asking. You could import the video footage into Animate CC and use it as a guide to animate over on a new layer. Then export the animation (you can't export the imported video file) and then combine in your favorite video editor such as Premiere Pro
