shape tween

I have created a simple rectangle shape with the rectangle tool containing white fill on a layer.  The next keyframe on the same layer is resized slightly. I have applied a shape tween in between the two keyframes.  When I apply the shape tween I get the following error message:

"Shape tweening will not occur on layers containing symbols or grouped ojects."

My rectangle is not a symbol nor do I have grouped objects on this layer.

Can anyone explain this?
