Sound importing at 1/4 speed

I have a 4-second .wave file I'm trying to import, but when I play it back from the library, the pitch is very low and the clip lasts 16 seconds.  I've tried saving the file as a .mp3 and running into similar issues.

Then it's in the wrong format. WAV files should be no more than 16-bit 44kHz.
