the bubble didn't work

how can i make the bubble behind there move? it supposed to move like in timeline becaus i have put motion tween. but, when i'm turn it into swf. file, why it doesn't even want to move ?

i see three things on stage that sort of look like you could call them bubbles (really just blue circles) and it don't see a tween.

when you scroll your timeline in animate, do you see the bubble move?

and when you test (control>test movie>in animate) does it still move?  if not, is there any error shown in the output panel?
