The same 44 points font, why the text in Flash looks smaller, and Powerpoint/Word/Photoshop look the same?

You may be using a HiDPI monitor. If you go into the display settings of Windows you could adjust the scaling value back to the default value.

The problem has been fixed recently in Adobe Animate, but Adobe are not likely to release a new version of CS6.
