Toolbar resetting involuntarily

I'm  new to Animate.

When I was creating my own workspace (largely based off of 'classic') I rearranged my toolbar but when I saved my new workspace my toolbar 'collapsed' again and moved the groups I had created back into the 'tool drawer'.

Videos of this behavior:

It's fairly annoying.

I'm on Windows using Animate 2021.

Any help would be appreciated.

I would really like for the toolbar to extend further down like I organised it.
