un-parenting not working

i'm trying to un-parent the right arm from the body of my character. i un-parented all the other layers from the body by clicking the line and selecting "remove parent", and it worked. when i press "remove parent" for the right arm, it literally just does nothing. im so confused.😭

Try to cut the frames and paste them on a new layer.
