Hi mate,

Just look for free alternatives. There is OpenToonz, there is Blender, there is Krita, there are others less complicated ones, and also there are quite many cheaper programs, which you only buy once.

You can also look on eBay for old versions of Flash, which you can buy and own as opposed to current lease model.

Plenty of options out there, so you should not feel in despair.
