Would a laptop like Precision 3560 Dell be a good choice if you want to draw and animate.

I am a newbie and have just worked with an old Photoshop. Now I would like to draw and animate a little. I would prefer a PC since I have no experience of Apple. Is a strong laptop as the one above a good choice? Do you use a Wacom with it or are there alternatives where you paint directly on the screen?

And are Fresco and Animate good choices to begin with?

Thank you for helping out!

that computer doesn't have a touch screen so you would need a drawing tablet if you don't want to draw with a mouse.

per @Pikota here Solved: Re: Wacom tablets compatible with Adobe Animate CC - Adobe Support Community - 9190458

"Yeah a Wacom intuos or cintiq tablet will totally work with Animate. and with the latest version of Animate there are settings for deciding whether to use stylus pressure or tilt to affect the drawing.

A tablet is great fun for drawing though. Get a tablet right now if you plan to do a lot of fiddly stuff on a computer, it saved my wrist!

I use an off-brand Wacom cintiq (xp-pen 24" display https://www.xp-pen.com/product/602.html ) as my secondary drawing monitor and absolutely love it for modeling, sculpting , painting, drawing etc."

and that dell would need 16 gb ram.  4gb would be problematic.
