3D rotation tool is not precise. When I let go it rotates one way or they other more than 45 degrees

I'm trying to use the 3D rotation tool, but when I rotate a graphic and let go, all of sudden the graphic jerks one way or the other sometimes more than 45 degrees. There is no way to get the rotation how I want it to be. Is this a known bug? Is there a work around?

use the transform panel (to change the 3d rotation parameters) after applying the 3d rotation to your object.

Sorry; The only transform I'm seeing is when I right click on the object. I'm not seeing a tranform panel anywhere.
