Adobe Animate CC Is Skipping Frames

I'm creating a animation on Adobe Animate CC and I imported a video over in H.264 format. I can successfully play the video the first time around, but when I duplicate it to loop it, it no longer plays the other frames after it. It skips to the last frame and repeats. Help would be appreciated

 

Specs: Im running windows 10, and I have a i7-3770 3.4 GHz processor, im on the newest version of animate and have 8 GB of ram

I clicked file>import>video and selected H.264 format. I'm not using the playback component
