Adobe Animate runs preview fine first time but the second time graphics don't show

I have a Canvas project.

The first time I preview the animation, it works fine.

The second time I preview the animation (without making any changes) the graphics are missing.

I have never run into this, and I could not find anything like it.

As far as troubleshooting, I tested with different browsers and export settings with the same result.

The first time I run the animation, the graphics get exported to the atlas file, but as soon as I ran the animation the second time, the pictures from the external assets are gone.

Update:

Unchecking the Export document as texture takes care of the problem, but still, the inconsistency needs to be looked at by the folks at Adobe. Why would it run fine the first time and then fail?
