Animate 2019 Version Syncing Audio

I started a new project in Animate, and this is my first time starting a new project since I upgraded to the newer version. I'm having trouble streaming audio in my timeline. It's an actionscript file, but I can't figure out where to go to sync my soundclip with the animation. I don't see the "effect" or "sync" buttons in the properties tab, where they normally were in the older version.

Hi mate, 

 

They may be collapsed, but the section should be there:

Alternatively, if you make a blank Keyframe and drag a sound from the Library to the Stage, the sound will appear on that Keyframe and will be set to Stream.
