I am drawing an animation using an iPad Pro. I want higher quality and I believe Adobe Animate is vector. Is that correct? If so, how much would it cost per month to use Animate on my IPad Pro and what is the best app to export to compile my animation?

There isn't and Adobe Animate for iPad. If you are using a Mac, and you're on Catalina, and you have an iPad Pro, you could use Sidecar. That would let you use the iPad as a tablet input for the desktop version of Animate.

Another option is to use the Illustrator Draw app, and that has a Send feature, where you can send what you have drawn to Illustrator. You can either save that as an AI file, and import into Animate, or you can drag what you have drawn into the Creative Cloud library, and retrieve the drawing from the CC Libraries panel in Animate.
