This can be very easily done in Animate, but, of course, you will need to learn how to use the program.

Good morning from Tasmania 🙂

 

Your text/logo should be wrapped inside a graphic symbol.

Several instances of this graphic symbol have to be tweened vertically from point A to point B, each of them on a separate layer and timed with offset in a way to achieve the desired effect.

Also each of these instances will have either a color effect or a filter applied to it to get the variation we see in the video.
