Is there an option to move both keyframes out of the symbol and the keyframes with in the symbol in one action?
In other words,
If I am moving the symbol's keyframes,
Can the keyframes in the symbols could move ass well?

Hi mate,
No. You have to re-time both inside the symbol and the outer timeline.
But here is something that can be handy in such situations:
You can open multiple views of your document switch easily between them, so that you don't need to constantly go in and out of a symbol.
How to do this?
From Window menu, choose Duplicate Window.
If you also need to sync the external timeline, you can use the default 'Sync' option in Tween properties or use Sync Symbols To Timeline.

I'm impressed, I must have read OP's post a dozen times and I still have no idea what she's asking how to do. "The symbol's keyframes" and "the keyframes in the symbols" just sounds to me like saying the same thing twice.

It really was a shot in the dark, based on a very free interpretation.
Since I'm not a native English speaker myself, I believe I am more inclined to make something up out of a word salad. It's quite unclear what the rate of success of such endeavours may be 🙂
