For general info about extending Adobe Animate:

For HTML5 extensions using CEP:

https://github.com/Adobe-CEP/CEP-Resources/blob/master/CEP_8.x/Documentation/CEP%208.0%20HTML%20Extension%20Cookbook.md

 

If you want to build extensions for Animate using SWFs, then the first link is most likely the only recent reference and you're gonna have to rely hugely on examples and trial and error
