Animate won't resize

We are bringing OAM files into Captivate 2019 to use as HTML5 animations.  The size of the OAM file doesn't fit into the space we plan to use.  When we resized it like you would an image it clips off part of the content of the OAM file.  

Is the only way to resize it to goe back to Animate and redo it?

I would advise you to publish the OAMs from Animate at the size you need them to be. If your animations are on the root timeline, you can bulk copy-paste them into a movieclip, which can then be resized to whatever resolution you want.
