it can be done but using right-to-left languages has always been difficult unless your needs are very limited.
that said, you must use a font that supports arabic characters. from there how you handle things depends on your file type (eg, canvas/html5 vs as3) and your text (static vs dynamic) and my require editing the files published by animate.
