Can someone please help me?

So I'm currently using Animate and I want to set an Image as a background but it doesn't let me. Does anyone know how I may do that? Also, I tried pasting or dragging the image onto the stage but when I draw, the drawings come out behind the image.

create a new layer and drag the image to the stage.

add a new layer (or layers) above the image containing layer

draw in that new layer(s).
