Can't add Extension to Adobe Marketplace. Link doesn't work

I have an extension I'm excited to share but there doesn't seem to be a way to add it. Am I missing something?

Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED
