Can't draw without line turning blue?

I'm new to adobe, but I've tried in the past; yet I've had the same problem. Everytime I draw, with any tool, the inside is white and the outline is a bright blue. I feel like this should be easy to fix, but I'm so frustrated. Can anyone help?

Hi mate,

 

Either your layer is in Outline mode or your whole program is in Outline Preview mode.

For the layer - look at the little coloured rectangle to the right of the layer name. If it is solid you should not see outlines.

For the preview mode go to your View menu and check Preview Mode. Should be Anti-Alias and not Outlines.
