Can't get .svg file to export from Animate

I can't get an .svg file to export out of Animate. I've tried it through Publish and through Export Legacy. I've restarted, rebooted, tried different files... Other file types will export fine, but when I choose.svg it appears to save something, but no file is created.  Help?

Are you exporting to a drive you have rights to?

I have figured out that it has to do with the Animate files originating as old Flash versions. When I create a new illustration in Animate, it will allow me to export an .svg file just fine. So it's something these old files are carrying with them..
