Can't move library item to the stage

Hi;

I have an item (.jpg) in my library that I can't move to the stage. The layer is unlocked but when I drag the item to the layer it does not appear. Any help is appreciated.

0. do you have outlines selected in that layer?

1. is that layer hidden?

2. are you adding to a keyframe?

3. is something above that layer blocking the view of the jpg onstage.
