Cannot Pay or update to pay. Please Help!

I keep getting this error. I recently payed for Adobe Premiere Pro hoping it would update and pay but it doesn't seem like it worked. Though I had payed for it? I am not sure I tried everything I could do. Can anyone help? 

I also cannot seem to buy Animate again because I wanted to switch to monthly plan. It says I already have it for annual plam, monthly plan.2020-07-02_1005_001.png
