Title/topic is a mouthful. I've been trying to google this for the last few hours but I think it's just too specific for me to find the info and I've landed on Animate CC as this is obviously going to need programming.
I'm trying to make an animation that simulates someone sending a message in a phone app. The catch is it's for a film so it's going to be an actor actually interacting with a prop and I need it to start with a video clip of the app interface, then they click "Send" and then it loads/links to a video clip of a chat bubble popping up with their message. The exported file would need to be able to load up on a phone and play. I'm wondering if there is a way to achieve this with a combination of some of Adobe's 25000 programs? I'm familiar with After Effects and I usually create graphics in Photoshop/Illustrator then animate in AE. Could I then import my mp4s into Animate and try and link them with a button click action?
I hope this makes sense it was quite a struggle to explain! Thanks in advance for any suggestions!

why not use animate?
you can actually make a messaging app with animate but, even easier is to fake it.
