Drawing in Adobe Animate CC not smooth and inaccurate?

I am new to drawing in Adobe Animate CC and when trying to draw with the classic brush, whether it be with a drawing tablet (Wacom Intuos Small) or even with my mouse, the lines seem very jumpy upon lifting my pen or cursor.

 

When trying to sketch for example, the lines are not accurate as to where I am drawing and it kind of "snaps" around and not a smooth drawing experience. I tried turning smoothing to 0 but this does not help. I do not have this issue when drawing in Photoshop or Illustrator, as when drawing in those I do not get that "snapping" into place and it's very smooth.

 

Is there a setting somewhere in Animate CC that allows for a smoother drawing experience? I see videos of others able to draw and sketch very accurately and smoothly so I am not sure why mine is like this.
