External video fully load before other content starts

Hi all!

 

I'm doing some experiments with external videos in HTML5 ads my company create using Adobe Animate. I have a video on vimeo I want to use as the background, with some basic text layers to play over the top (Just as a test of theory).

 

I've edited the z-index CSS so the video sits under other content, but want the other layers to animate in at specific points in the video, but it takes a few seconds for it to load, so they become out of sync.

 

What is the best way or best code to use to allow the video to fully load, so the other layers can come in exactly where I want on the video?

 

And, can this garentee it will work as intended when it is used in an ad-space?

Not my call on the HTML video, my higher powers have asked me to haha! - Normally make our own animations.
