No it doesn't but it really, really, really, really, REALLY needs them.

 

I'd suggest contacting Electric Dog (the guys who code the Flanimation Power Tools). I've contacted them requesting they add "master controller" type controls to their tools or to create a standalone pluggin.

 

If you send them a similar email and get every ADOBE animator you know to email them the same request they might start investing development time into that kind of feature.
