Help with moving a shape to the front of another shape - Adobe Animate

Hello, I am new to Adobe Animate. I am trying to follow the tutorial from the link below. I am struggling. After I made the shape for the head, I created the shape for the eye. I then proceeded to move it over the head. It went behind the head. I cannot seem to move the eye to the front or move the head to the back.  Any help would be appreciated. As mentioned early, I have no experience with this program.  Thanks in advance!

Shapes on higher layers will always render on top of shapes on lower layers.

 

Bare shapes on the same layer will always render underneath symbols, grouped shapes, and object drawing mode shapes.

 

To change the depth of shapes on the same layer, use Ctrl-Up/Down arrows, or right-click -> Arrange, or Modify -> Arrange.
