How to combine drawing and film

Hello all,

I'm not sure whether this is the right forum, but here goes. 

I'd like to make a film that combines digital drawing with film. 

The film will be approx 20 minutes long featuring a drive along a section of motorway/freeway. 

I would like to create a selection of 3D digital interventions as I drive along such as bridges, various drawn shapes. 

My question is this: which programme will best suit me?

animate is not the correct tool for the job. 

 

after effects is probably what your want, but if you need more ability to edit the video, check premiere.
