how to make Adobe Animate HTML to change its layout when i scale down to a mobile screen size

Hi guys, im trying to make a MCQ quiz through Adobe Animate CC, i've already done the whole quiz through Adobe Animate CC in web size browser. Now the final step for me is to make it mobile responsive meaning that when i scale it down to a movile screen size the layout will change by itself.

The so-called "Responsive" publish options are NOT responsive. It's just scaling. I've pointed this out to the dev team multiple times, but for some reason they insist on keeping this inaccurate and deceptive terminology.

I've tried making it responsive in publish settings dialog, what it does is merely scaling my HTML5 which is something that im not opting for.
