HTML5 Banner works when I test but not publish

I have a button with a hover effect in my file, dynamic text, and when you click on the ad it's supposed to go to a specific URL. All these components work when I test them in Animate. However, when I publish, the hover effect doesn't work and I'm not able to click on the ad. Any idea on why this is?

When I move the hover layer to the bottom, the ad becomes clickable again. But no matter how I rearrange, the hover will not work when published.

When you test movie from within Animate, it spins up a small live web server to serve the content and get around browser file security junk. If you try and run the published files locally - the browser steps in and puts a stop to it all. 

 

Gotta run it from a server once published.
