I found an mp4 animation I would like to buy for website but want to edit

Is there a way to convert an mp4 animated file so I can edit a few of the characters?  

I reached out to the author to offer a gig to do the edit but no reply.

This is the MP4 I will purchase and hope to modify the race of some of the subjects.

If it is a rendered mp4 file there is really no way to change anything since you would need the authoring files.

That's like asking if you can convert a cake back to eggs, flour, butter, milk, and sugar.

A video like MP4, AVI, etc. is literally nothing more than what you see on the screen. You can "edit" it as raw pixels, but that's it.
