I need to pause after scrolling vertically before horizontal scrolling works

When I tried to scroll horizontally by holding ctrl for some reason it didn't respond half the time, and then I realised that if I wait a second after scrolling vertically it will work. Is there a way to make it scroll horizontally immediately once I hold ctrl, like in photoshop and illustrator?

Sorry I meant zoom, not scroll horizontally. If I scroll and then hit ctrl it doesn't zoom, I have to wait a few seconds and press it again to work
