Layers Problem

I am new to Animate CC. I have several layers of an animation that I would like to merge down.  I group the layers together, right click and the Merge Layers sign does not show up.  How do I get around this problem?

i'm not sure why you'd want to merge layers other than for workspace convenience and, in that situation, using a folder to group layers is a far better idea.

Except for if it's hand-drawn frame by frame animation and some bits were cleaned up on separate layers for convenience, resulting in outlines that do not form closed contours on their respective layers.

Then merging might make sense as one would be able to use the paint bucket to color their frames.

Otherwise, merging layers is destructive and counter-productive.
