This issue has also occurred on my tablet since upgrading the 1909 version of win10.
I've updated WACOM's latest driver to resolve this issue.
There's no problem now.
You can also try upgrading to the latest drivers.
Go to the manufacturer's website
Enter "Cintiq 22HD" and search.
Scroll to the bottom to download the latest driver (version 2019).
After download, right-click "Run as an administrator"
