Making DLC content in Adobe Animate

Hello, everyone.

We are doing educational/illustrative applications for children in hospitals. As of right now, every subject has its own app.

We'd like to make just 1 main app, which doesn't contain any of the content from the beginning, but will download a specific chapter, when requested by the user, as DLC.

Is this even possible to do with Animate? And if so, any ideas in which direction to look?
The app would be on both android and iOS

you can download a dlc file easily with animate (though that would require a parentgate for android and apple store apps) but decrypting it would not be easy.

it would be easier if you weren't using an encrypted file format.
