Selecting the scene panel breaks the UI

Hello,

I encounter the following problem, sometimes when I select the Scene panel the UI of Animate breaks.
All other panels are completely grayed out, when this happens.

Why is this happening?
Is there a way to fix this?

Update:

This happens after I change my current UI profile to Start from:

%USERPROFILE%\AppData\Local\Adobe\Animate CC 2019\en_US\Configuration\Workspace\current.txt

It isn't reproduced when I use a default preset, however I need to always have certain panels open, so I've changed the Start.xml to be equal to Develop.xml and have made my current UI the Start one.

Any idea what I can do to always have a certain panel open and have the scene panel?
