Stop OAM from ending on first frame

I have been using Adobe Animate to make short gifs for work and just recently started using the 2019 version. For mobile apps I also need a OAM file, so I've gone through the same motions that I always do: change the publishing setting so that the gif doesn't loop and make sure that OAM package is checked. Really nothing new. Nothing to extensive

For some reason, when the OAM file is uploaded, it loops and ends on the first frame of the animation. The GIF file isn't having this problem, and there are no advance setting options for OAM to keep it from doing this.

Wondering if there's a new setting somewhere else in Animate that I should be paying attention to.
