Tablet pen panning instead of drawing? (Adobe Flash CS6)

This is a really bizarre glitch. I use Adobe Flash CS6 on a Gaomon 1060 Pro and today the tablet pen started causing the canvas to pan instead of drawing. I tried the brush, eraser, shape, and selection tools and all had the same effect. But the strange thing is, it only happens with the pen and it only happens vertically. I tried swiping with my finger and with the mouse, but they worked fine. And the tools still work horizontally which is really strange. I'm not sure if this is an Adobe Flash problem or a tablet problem, but I need help!
