Way to Customize "Hold-Down/ Modifier" Keys?

Hi everyone, I have an Adobe Animate question:

 

I want to change it so that when I hold down Command (on Mac) I can temporarily use the free transform tool, instead of the selection tool (which is the current default). I've searched everywhere and can't seem to find an answer to this.

 

These shortcuts don't even seem to show in the keyboard shortcuts window, so anyone who knows more about this, thank you so much. And actually I'm not sure what Adobe officially calls these shortcuts, either.

the free transform tool has a default shortcut (Q) that can be customized:  edit>keyboard shortcuts.

 

intermediate to advanced users can use jsf files to add to the commands folder and create shortcurts for those.

No, you can't customise the hold-down modifiers.
