What to use for an interactive image broadly compatible

Hi all,

I would like to make something not too complex, and I was thinking on using Animate (but only because it is the only sw that I have some experience with).

The image should simply have some animations triggering when hovering (or touching with a touch display) on other parts of the image. Basically when one hovers or touches some text, it triggers an animation in a specific point of the image.

I would like this to go on a website... don't know if I should use ActionScript or if there's anything else that you'd recommend...
