So, I realised that when I rigged my character, I couldn't rotate the torso. I didn't think it was a problem, until I needed to rotate the torso. Any help would be useful. Is this intended or not?

Try using the Free Transform tool. Typically you can select the entire character to move, scale, rotate the rig with the Free Transform tool. While it would be great if the parent bone wasn't fixed to the stage, the Free Transform tool may be what you're after.
