I am using Audition Cs5.5, Creative labs sound blaster and window 10(64)
I want to copy recordings from a hand held Dictaphone to my PC using Audition. I have at the moment a very short audio cable connecting the output of the sound blaster to the input. The idea is that I can play an MP3 music song and get it to be picked up by Audition. I have gone to Edit -> preferences -> Audio hardware and picked (Microphone (SB Audigy). It seems to try and work but the levels are rubbish. I think you guys could tweak this for me.

Want model of dictaphone are you using? Have you considered using a digital audio recorder (such as a Zoom H4n or something by Tascam) instead? This way you could record direct to SD card and transfer the final WAV or MP3 into Audition.
It seems to try and work but the levels are rubbish.
Do you mean the levels are too loud or too quiet? Are you hearing any background noise or distortion?
You mention plugging the dictaphone into the mic in but a far better input would be line in. You should be able to set output levels from the dictaphone and also alter the incoming audio levels in your Windows sound preferences. See the image for correct input on your sound card:
